Umpires Welcome

Before We Talk Rules, Let's Talk About Culture

At League Joe, we are doing our best to bring the fun back to the game of softball. As umpires, I don't need to tell you that our game has gotten too serious and too competitive - you are often the bearers of the brunt of an overly-competitive, me-first culture. What I do need to tell you and emphasize strongly is that we support you in doing what you need to do to make sure the fields are safe and fun for new players. Rules are great and all, but we all know that sometimes you're going to screw them up, or make a bad call, or a player is going to misinterpret something and create a scene. We will relentlessly drive into our coaches and players an attitude of "Let it go, it's just a game" and want to take some pressure off of your shoulders. We don't expect you to be perfect - we expect you to be human. And if players are treating you as anything less than, then you have my full blessing to remove players from the field or the entire league if you see and know that their presence is toxic.

The vast majority of the players you are going to see on the fields are new to the game of slowpitch. For some, that means they have literally never held a bat before. For others, that means they haven't played since their high school days, and they maybe have some of those bad habits. You're going to see a field with players who are 18 years old and 68 on the same team. That's the beauty of our style of play, and we ask you to be protective of that culture since many players will look to you first on the field as the leader of that diamond. We encourage you to engage with, laugh with, and enjoy a fun evening of ball with our players. If you see a brand new player who is super nervous against a tournament player who is dropping knuckle balls, we encourage you to NOT give the pitcher that strike 3 call that caught the corner and we encourage you to tell that pitcher to serve some meatballs to the new players. And if the knuckle heads don't get it through their skulls what kind of game they are playing - that's where you let us know and we'll take care of it.

One rotten apple spoils the bunch. You have our permission and encouragement to remove those apples.


Golden Rule

Play the Game. We will preach to the coaches that they need to work with each other to be understanding of situations with subs and odd things with their lineups. Sometimes a team is going to show up and only have one girl instead of 3 and they couldn't find a sub. The coaches will be encouraged to negotiate how to make the field of play "even" and get the game in to respect the results. We try to avoid force forfeits - just get the game in!


Most Common Rules That You Should Be Ready For

  • During the regular season, home and away will be listed as such on the website (or coin flip, check with commissioner. In playoff brackets, better seed gets home. For playoff/tournament play, pool play will be based on a coin flip and bracket play will be determined by better seed (higher seed has choice of home or away).
  • If a Guy walks before a Girl, the guy ALWAYS gets 2nd base and the girl is given the OPTION to bat but may choose to also take a walk
  • We highly highly encourage the girls to swing. Coaches will be encouraged to let them swing.
  • Girl must be present and highly visible in the on-deck area or announced loudly so pitcher is aware of the lineup
  • If she is not, guy takes first base only and girl must bat
  • Home Run rule is 3 & One-Up. Any extra home runs are outs, but not inning-ending.
  • Any gender may run for any other gender during play - 3 runners per inning maximum
  • A single runner may only run for one other player during a single inning
    I.e. if John runs for Ed, he may not also run for Katy, but he may run for Ed if Ed bats again in the same inning
  • Outfielder cannot make force out throw to 1B. If runner rounds the base, runner is live and Outfield may make the throw.
  • If outfielder tries to make the force out throw, player running to first is automatically safe and play continues
  • Infielders carried into the outfield through the course of play can throw to first
  • Pitching screen or pitching helmet is mandatory. Both are allowed simultaneously if requested.
  • If pitching screen is used, any ball that hits the net is treated as a foul ball
  • If pitching screen is used, the pitcher MUST have the majority of their body behind the net when the BALL STRIKES THE BAT.
  • If pitcher is not getting behind the net, umpire should issue a first warning
  • If pitcher continues not getting behind the net, umpire can call "no pitch" with automatic ball before the ball is struck by the batter
  • If pitcher is not behind the net, and the ball is struck before a "no pitch" call, the umpire may call dead ball with first base being automatically awarded to the batter
    So long as the pitcher is behind the screen when the ball is struck, they CAN then field their position
    For clarity, a slow hit ball towards the net CAN be fielded by a pitcher stepping in front of the net so long as the pitcher was behind the net when the ball was struck by the bat
  • No pump fakes. No quick pitches. 6' - 10' from the ground.
  • We highly discourage hitting middle but the reality is there will be a lot of new players who do NOT have bat control and WILL hit middle a lot. Do not let teams begin to weaponize this approach and if teams get chirpy about hitting middle, feel free to issue warnings to both dugouts. The players who CAN control it should be avoiding it, not using it for revenge
  • No more than 1 woman benched at any time
  • There is no special lineup requirements for women
  • If the disparity of women on the teams is 2 or more, there will be an auto-out at the bottom of the lineup for the missing girl position
  • This position is treated as a real player, therefore if a guy walks before the girl slot, the guy gets second base and the "ghost girl" will be an automatic out for not appearing at the plate
  • All players must play at least two innings on defense before the end of the third inning and three innings by the end of the fifth inning

Rules Summary

These are the most common and/or most unique rules being used for this event. Please see "Official Rulebook" for exhaustive list of playing rules. When in conflict, rules written here shall supercede those in the official rulebook.

As a player, you are responsible for knowing all official rules of the game. By participating in the event, you are agreeing that you are aware of all rules associated with the league and the sport, and agree to abide by them at all times.


Golden Rule

This event is intended to be FUN first. We welcome players of ALL SKILL LEVELS to our fields, and therefore set rules that ensure the safety and enjoyment of our skilled players and our novices equally.

Be supportive of one another. Fighting, excessive verbal abuse, and poor sportsmanship will not be tolerated. Event organizers reserve the rights to dismiss any player from the event without refund.


Games

Length: All games will run 55 minutes or at the conclusion of 7 innings of play, whichever is shorter.

Run Rules: Games will be declared over by "run rule" if the winning team is ahead by 20 runs at the conclusion of the 3rd inning, 15 runs at the conclusion of the 4th inning, or 10 runs at the conclusion of the 5th inning or later.

Extra Innings: Games tied at the conclusion of the time limit will go into extra innings. During extra innings play, the batting team will have a runner automatically placed on second (must be the last out from the previous inning) and all batters will face a 3-ball, 2-strike pitch count when they approach the plate.

Home/Away: The coaches will meet the umpire at home plate ahead of the game, and the game timer will start. During pool play, the umpire will flip a coin to determine home team. During tourney play, the higher seed has the option of selecting home or away.

Umpires: Excessive arguing and/or abusive language will never be tolerated. Umpires may issue warnings and dismiss players from a game if they are found to be abusive. Event officials reserve the right to ban players from the event with no refund if abusive behavior continues.


Safety

Pitching: Helmet and shin guards are highly recommended, but not required.  A pitcher is allowed and encouraged to use both personal protectors and a protector screen.  

Hitting Middle: It's not illegal, but it is dangerous and some of our novice players may not be able to control it. But for those of you that can - don't be a jerk. If you feel the other team is hitting middle a lot, don't take revenge and escalate.

Injury Exceptions: In the cases of injury, some rules may be bent to avoid placing players in harm's way. Coaches facing a situation that they believe requires an adjustment must discuss with the opposing coach a recommended solution. Opposing coach must approve the solution, and such approval should not be unreasonably withheld.

Injured Player / Can Not Continue: If a player is significantly injured in the course of play and cannot continue, they shall be removed from the lineup. When their batting position comes up, it shall be skipped and not counted as an automatic out. Player is unable to return to play for that game and, at a minimum, the game following.

Commitment Line: Seniors Only - On the third base line, there will be a line drawn on the dirt. If the runner passes that line, they must commit to finishing their run to the plate and may not return to third base. Once you cross the commitment line, the play at the plate will be considered a force out, and the running player must cross the Score Line to score before the ball is caught at home plate. If a runner advancing from third touches home plate, they will be called out - the runner must cross the run line to score.  Runners may not touch home plate and if they do so, they will be called out.  


Equipment

Metal Cleats: Metal cleats are prohibited. Please use soft or hard rubber cleats, or turf shoes only.

Equipment (Bats): Any USSSA 240-certified bat may be used in this event. Bats must be in good condition, and not modified in any substantial way (i.e. shaved). Compression equipment will be onsite to test bats to ensure bats do not exceed safety standards. We reserve the right to test and disqualify any bat that doesn't pass the standard. We will hold the DQ-ed bat until the end of the tournament and it is the player's responsibility to retrieve it. Senior division may use Senior approved bats.

Equipment (Balls): All balls will be supplied for this event, external balls are not allowed. Each team is responsible for providing the opponent with 1 12" ball for male batters and 1 11" ball for female batters. Non-binary players will play under the rules of the gender found on their official state ID.


Coed Specific Rules

Legal Rosters: All teams have been drafted with an even number of women on their team, and rules are set based on this expectation. Should injuries or missing players create a roster imbalance, the tourney director shall be consulted on an appropriate course of balancing to allow teams to continue play.

Defense: No team may sit more than one female defensively per inning. If there is a disparity in the number of females between opposing teams, then the team with less females must play all of their females defensively every inning. If the disparity is greater than one then any disparity greater than one will result in a ghost out at the bottom of the lineup of the team with less females; i.e. if one team has 10 players with 2 females and their opponent has 12 players with 5 females, team one needs to play both of their females defensively and will take two outs following their 10th batter (if the first ghost out results in the third out of the inning, then the second ghost out will be the first out of the next inning).

Walks: The batter is awarded first base only, unless the batter is a male and a female is next in the lineup while following all rules required to receive an automatic walk; in which case, the male will be awarded second and the female has the option to take her at bat or be awarded first base. To receive the automatic walk, the female must either be in the on deck circle with no other players from her team in a position that could deceive the pitcher from knowing that she is the next batter or she must be announced as the next batter in a manner that the umpire and/or pitcher can clearly determine; if she is on base at the time of the walk, he is only awarded first base and she is not awarded a base.  


Offense

Pitch Count: All batters start with a count of 1 ball and 1 strike. For extra innings or games quickened due to weather/scheduling issues, all batters start with a full count.  There are no courtesy fouls.

Home Runs: Home runs are limited in this event. Each team is allotted FOUR home runs without penalty. All home runs hit over the fence that are higher than the allotted total of home runs are automatically counted as an "out". Women home runs are unlimited and do not count towards team totals.

Pinch Runners: One unrestricted runner, per gender each inning. Any additional runners required over the allotted one due to injury or runner request must be supplied as the last out who matches the gender of the runner being substituted, and opposing coach must be informed of this necessity. Runners have the right to reject a coaches' suggestion for a runner. Senior Division: Unlimited runners, but a substitute runner can only run once per inning.  In the case of extra innings, the extra player who starts at second base cannot be substituted for until they advance at least one base.  In Seniors, there is no gender restriction for runners.

Score Limits: Senior Division Only: A maximum of 5 runs can be scored in an inning prior to switching the teams. The last inning will be an open inning without a maximum run cap.


Defense

Pitching: The ball must be pitched in a definite underhanded motion at slow speed based on USSSA standards. No pump faking is allowed for this event. A ball batted into a pitcher's screen will be ruled as a dead ball, foul ball.  Senior Division: The Senior division will use a strike mat and will include home plate as part of the strike zone.

Minimum Innings on Defense: During Pool Play, each rostered player must complete a minimum of three defensive innings in the field. During the final tournament, the minimum innings played requirement is reduced to two.

First Team to Bat: During pool play, this is determined by a double coin flip with the umpire ahead of the game. During tourney play, the higher seed has the option of selecting home or away.
